The second installment of Chrome Engine originally used in an FPS game Chrome, a proprietary 3D game engine developed by Techland. About 20 different games, mostly racing ones, use this engine.

The game list really needs to be updated. Wikipedia lists 20 different games made on this engine, some of which share clear resemblance to Xpand Rally (UAZ 4x4 Racing, Classic Car Racing, GTI Racing, GM Rally, etc.)
I must say I'm surprised nobody has made a mod for even one of these games. If the people at Techland managed to make several racing games with this one engine, then surely someone could be able to modify it themselves.
Xpand Rally did have mods they just weren't preserved. I'm reuploading stuff related to it right now.
